Right now I have an EVGA GeForce GTX 970 4GB FTW+ GAMING ACX 2.0+ card I use with 2 1080p monitors and VR. I've never had any problems with fps in anything gaming at 1080p nor with VR. Is it worth it to upgrade one generation?
While the newer VR features found in the 10xx series are nice, Afaik no game makes any good use of them for VR. With that said I would wait another generation to see where VR coding goes before I decide to invest in a new card if I were you.
If I was upgrading I'd go for a 1080. The 1070 can't even reliably run Titanfall 2 multiplayer at 1080p 60fps. It will dip into the 40s when heavy action occurs. That doesn't bode well for newer games that will come out.

gtx 970 is very good, if you have no problems with fps then i do not see why to upgrade it. If you want better performance then go a head

Definitely wait! AMD and NVidia are coming out with a new line of GPU's Q1 of 2017!!
No they aren't, you may see a 1080 ti or rx 490 but amd nor nvidia are releasing a new line of gpu's in Q1 2017. We will get new kaby lake and amd ryzen cpu's in Q1 2017 but no gpu's that I know about.
