I don’t think the 1080 is bad for 4K as long as you are willing to turn down some settings. Everyone is different on what game settings are acceptable to them.

your right it does game well with the old stutter her and there especially if i want to max out a game at 4k lol, maybe a second gtx 1080 or wait for the next gtx cards to come out

Lowering the settings slightly may help with those stutters. I wouldn't recommend a second GPU in SLI as the driver support is pretty poor to the point where dual GPU's may perform as good as a single GPU or possibly worse. If you have the budget to upgrade to a 8700K then yes you will notice the performance increase but if the stuttering is minor and can be fixed with setting adjustment then I would wait for something substantially better then your 4690K @4.5.

At 4K it's going to be your video card mostly. There will be little difference in CPU performance there. The GTX 1080 is not a 60FPS graphics card at 4K resolution. Not even a 1080 Ti will hit that in many newer titles like Far Cry 5. About the only thing you'll gain with a new six core i5 8600K or i7 8700K would be in minimum FPS numbers - and it would not be by much at 4K.

If only pushing 60fps there are only a few games where your 4690k will cause dips under 60fps. Personally I’d wait before upgrading until the games you play start to struggle on your current cpu. I agree with the above that sli is a bad idea and as you already have a 1080 the step up to a 1080Ti doesn’t seem worth the cost. However bare in mind that the top end card is normally released about 10 months after the rest of the range. The 780Ti, 980Ti and 1080Ti were much later than the non Ti versions so a 1180Ti is probably 18 months away at this point.
