I'm planning to buy a 1650 super and my current PSU is a Corsair VS450. Should I upgrade my PSU first or I could live with upgrading my PSU after I buy the graphics card?

While the VS series are not the best power supplies around, your power needs are low enough that it should be fine. If your VS is more than 5 years old I recommend replacing it with a new, better quality model.
