should I upgrade?

I currently have a msi 770 and maybe upgrading to a radeon hd 7990. Should I upgrade?

It depends on the games you play.
Some games do very well with Crossfire set ups.
Others loose performance on crossfire set ups.
If the games you play have good crossfire profiles and performance you will see a definite improvement.
If the games you play do not support crossfire ,or have limited performance improvements with crossfire it will not be an upgrade, more of a sideways move.

Another option would be a second 770 in sli.

No, you shouldn't. Not to that card at least. It has serious frame time latency.

I'd sooner SLI it.
