I have a 8350 at 4.8 and im thinking of upgrade to a 4790k. Would upgrading make a big difference gaming at 4k.

No... At 4k it wont do shit. CPUS are almost irrelevant that that resolution.

To clarify. Your FPS will not even increase by a single frame at 4k using a 4790k over an 8350.
