should I upgrade?

I have gigabyte h61m s2p with i5 2310 with 250gb evo ssd, so I have these 2 options:
1- spend 380 US dollars to get i5 4690k+z97 board
2- get ECS B75H2-M3 with sata 3 to gain full ssd speed for 47 dollars
So which is a better value? its for gaming only
( i have r9 290 and 8gb ram )

I agree.

R9 290 is a good GPU. I'd update your platform to Devil's Canyon or Skylake at this point.

so its a bad choice to get that cheap mobo, and to get new cpu?

I would certainly suggest saving up to get a good motherboard and the i5-4690k.
