Should I upgrade?

I've got a 960t BE OC'd to 4.0 ghz, gtx 770 2gb and 16 gb of 1600 gddr3 ram. I'm not sure if its upgrade time again or something is wrong with my PC but I'm having trouble achieving 60fps on most AAA games and that have come out in the last year as well as WoW. Most games are on med-high settings and I'm getting 40-55 on average.

A lot of the games in the past year have been pretty CPU heavy, so upgrading would likely be helpful, the old Phenom II's are getting pretty long in the tooth. I moved from my old first gen i5 last year for the same reason, even with an overclock I had trouble maintaining 60 FPS with a GTX 770, CPU usage was often pegged at 100% and GPU usage was often down in the 70-80% range.
