should I upgrade ?

Solution
I doubt it. The performance gains from Haswell to Skylake are pretty minimal, especially if your focus is on gaming. By the way, there are no X99-compatible Skylake chips, Broadwell-E is the newest architecture for that platform. DDR4 vs DDR3 performance gains are totally imperceptible to the average user, anyway.

Skylake is not for X99, Intel just released Broadwell-E for X99. Skylake-E and new motherboards are still in the future. Why the enthusiast platform is so much behind mainstream I just don't know. Z170 for Skylake. Your Haswell should be fine for some time. If you were on Sandybridge you might see a jump worth the money.
