Should I upgrade?

Well, I still have my old GTX 670 2GB sitting in my PC alongside an intel core i7-3820k @ 3,6GHz with 16 gigs of RAM. I'm wondering whether I should upgrade to a GTX 1060 6GB in late 2017 for 1080p 144hz gaming ( low settings are fine by me, fps first ). Thank you in advance;

1060 is not enough for 1080p 144FPS, you will need gtx 1070 to do that

Yeah a 1060 is prime 1080p 60hz material, not 144hz.
