Alrite... basically your PC is OUT OF DATE.
What i do recommend to play any of these games such as Rust,SC and Pubg which are currently a bit more demanding than league of legends or Dota 2 its to trash the PC out and only rescue the GPU & the case if you wish to save a bit more of money too.
The rest must go out...
I would build a Budget PC of this generation with 7-8s generation processors and DDR4 2400hz + Ram
There is no way to make that PC to work with games these days no matter what update you do to it.

I can recommend something identical or similar as this Example build i made:

So based on his hardware choices he probably can't afford an expensive upgrade. The 8350k doesn't actually make any sense in comparison to the Ryzen line up which can get you 3 times the number of threads at the same price.

Her's the minimum you would need to buy to get 60 FPS and provide an upgrade path for your GPU:

MERGED QUESTION
Question from aconnerton21 : "why is my cpu so bad and making all the games bad"

We could probably suggest some things with exact details on some of these things - exact FPS in the exact game at an exact resolution and exact quality levels. Some benchmarking would help, too.

A lot of the issue may simply be the specs. We're talking an FX 6300, a rather disappointing budget CPU that was released six years ago. My gut is that you're still on the low side, at least on LoL, but there's not much you've provided that gives us much of a clue to say anything but making sure your temperatures are reasonable and your drivers are updated.
