Solution
Okay, you have a budget of ₹38000. I see two potential paths, one aimed at adding a discrete GPU later and a complete system now.

To upgrade later I would select a Ryzen 5 2400G with Vega 11 graphics. The Vega 11 is a little bit stronger than a GT 1030 but not as strong as a GTX 1050. It will allow you to game at lower settings for most games.

The up side here is that it gives you a CPU that is almost as strong as a Ryzen 5 1600. Then at a later date, hopefully when GPU pricing settles down, you can purchase a strong GPU like a GTX 1060 or an RX 580. This path will lead to a system that will game well and edit/render well. Otherwise if you go for...
You don't state which i3, it makes a big difference. But for a GTX 1050-2GB you won't need anything more than a G4560 so that is the route I would go. At the 4-5 year old point the PC won't be worth much, the obsolescence cycle for a computer is about 3 years.

its i3 7100. and im going to add extra money to buy a laptop. and i thought i3 as an option because i am going to do multi-task like editing and rendering also.
thanks for the answer!

The i3-7100 will be a bit faster than the G4560 for editing and rendering but not by much. But both will be abysmal for these tasks.

Now an i3-8100 would be much better at these tasks, quad core speeds would be key to rendering

The downside here is that mobos for Coffee Lake are still only Z370 and thus are bit expensive. Upside is that this is the latest platform, will be more valuable for resale down the road.

Not sure what the budget is but if you want to use this for 4-5 years then get the best i3 you can get, which is the 8350k.

Pentium and older i3 7th processors are significantly slower. If you don't want to spend on Coffee Lake you are better building a Ryzen PC. Core i3 processors are not designed for editing or heavy computing at all.

It's 2018! Any half way decent editing or rendering software uses the GPU anyway since it is many many times faster then even multicore CPUs...

A quad intel (i5 or now i3) would be a good idea if you would consider getting a better GPU in 1-2 years at wich point the dual+HT might struggle at some games.
For a 1050 2gb anything more then the g4560 would be wasted money.

actually i live in india and the motherboard for coffee lake i bit more expensive than in USA. actually all computer parts are expensive here. the i3 8gen mobo costs about $200!!! and i3 8gen costs $130. thats why i was asking for help..

please suggest me a gaming rig in range of $586

Lots of rendering and editing packages require strong CPU's, some requiring strong multi-thread performance. Unless you consider Adobe Premiere Pro CC, Scanline, Mental Ray, V-Ray and Keyshot to not be half decent.

As far as the mobo, this link states that you will be able to boot so that you can upgrade the BIOS.

Went for 16GB of RAM, this will be needed for editing/rendering. If you need to lower the cost then you could just get 8GB, just keep the RAM speed at 2933 MHz or more. Then you could add more later.

What I think for now is I'm going with Pentium g4560 with gtx 1050ti and later I'll upgrade to a quad core CPU. And thanks for the answer and research you done for me!! And actually g4560 saves money and then I'll sell it (no'problem for how low) and then I'll go for an i5
