Should i use only the cpu

Me and my brother made a New gaming pc, the problem is that we already had an old gpu from an old pc, and my brother says that we should not use the gpu, Because the New cpu has the same power than the old gpu so the old gpu is not necessary.

(we did not bought a New gpu Because we did not have the money )

The onboard graphics of most Skylake chips (HD530) will compete with or better cards like a GT730, HD 7750 or R7 250 (or older). If you were planning to use any of those, I agree.

Modern skylake integrated graphics is about as strong as a GTS450 or 7770.

Your friend is right.
I5-6400 can use HD530 graphics.
That is some 9 tiers higher than the GT520 on tom's gpu hierarchy chart:

Neither is considered as gaming quality.
Plan on spending $100 or so on a discrete graphics card for that.
