Should I use this pci Usb 3.0 Card?

It is from china.. wondering if anyone had any experience with a Ulanson US-U3p4n

The chipset used is NEC uPD720201.

Pretty much for price, they seem to be going for 9.99 on ebay I don't care much about the wait for shipping either. The 4 slotted ones on new egg go for 20$
