Hello Guys,
I finally bought a better PC

Specs:

Motherboard : Gigabyte Technology Co. Ltd. H310M
Procesor : Inter Core i5 9400F 2.90GHz [Boost : 4.1GHz] [LGA 1151 ]
Graphics Card : Nvidia GTX 1660 OC 6GB
RAM : 16 GB Dual-Channel DDR4 2666MHz
Storage : 128 GB M.2 SSD Sandisk 1TB HDD Seagate [ 7200RPM]
Power Supply : Zalman ZM600-LXII [ 600W ]
Monitor : ASUS VG249 [ Resolution : 1920x1080 ] [ Frequency : 144Hz ]
Windows: Windows 10 Pro [Licenced]

in game Dirt Rally 2.0 High Preset i turn on V-Sync [ AVG FPS 75 / 80 ] but with some lags
when i turn off V-Sync [ AVG FPS 85 up to 100]

Same in GTA V - High preset [around 70FPS ] with V-Sync on and game was stuttering
without V-Sync around 80 FPS but game was pretty smooth

Both games was on 1920x1080 resolution

Question here is : Should i use V-Sync on 144Hz monitor ?

The problem with V-Sync is it forces the GPU to not send a frame to the display until the display is ready to receive it. This means it limits the FPS to the refresh rate and its factors. So for a 144Hz display, the FPS that the GPU is limited to is 144, 72, 36, 28, 14, 7, etc. So even if you're getting 71 FPS, V-sync drops the performance to 36 FPS.

Unless the screen tearing really bothers you, leave V-Sync off.
