Should I wait for Ryzen 3000 series, or buy a Ryzen 1000/2000 Series

Should I wait for the Ryzen 5 3600, or get an b450m motherboard and a Ryzen 1000/2000 series right now?

Ryzen 3rd gen will come in mid 2019, if you can wait then sure, but officially they didn't confirm yet about the line up, everything in the website is still a rumor.

Currently I have a LGA 1551 MOBO, Should I buy the ryzen 5 1400 just so I don't have to upgrade my mobo. They said that the Ryzen 3rd gen will be supported by b450 motherboard with a BIOS Update.

LGA is intel motherboard, you can't upgrade it to amd ryzen. you need a320, b350, x370, b450, x470 chipset to run ryzen.

Yes you will need an AMD board, if you want to upgrade now get a B450 board and the R5 1400 CPU you mentioned, then when zen2 launches sell the r51400 and get a bit of money back.
