Should i wait for the RX 580 or just buy the gtx 1060 O6GB?

Have you considered the RX 480? There are so many good deals on it right now, the RX 580 will just be a rebrand with (maybe) better power limits etc. I just went out and bought myself an RX 480 last month. You can wait if you want though, another 3 days doesn't hurt. You may want to upgrade/change your CPU first though.

Currect. For those who don't know the 5xx cards are rumored to be nothing more then the 4xx cards with higher clocks. Depending on the rumor you listen to the clocks aren't even that much higher. You can wait for the 5xx cards to drop to make sure and more importantly drop prices on the 4xx cards, but there is little reason to get the 580, 570, 560.

What is your current GPU? Your setup is a bit all over the place so I'm wondering what you really need.

Edit: I thought I knew that board for some reason. That is a horrible board to run the 83xx on. You really should change your motherboard. Return it if possible. The 760 should never attempt to run the FX CPU.

The FX CPUs are ok, but not highend. Even the lowly 6100 or 7100 can beat them in gaming. And of course you are using a poor motherboard with that CPU. You have a good PSU and soon good GPU, with an ok CPU and bad motherboard. As I said, your build is all over the place.

The RX580 is just a rebrand of the RX480.

And an FX8350 will bottleneck both GPUs.

so what cpu would be better? ( not ryzen )

You should buy a decent CPU first. Then get the 1060, no reason to get AMD graphics cards since they always have some problems, especially if you're playing games. Higher frames won't matter if you're crashing and getting glitches. If you don't play many videogames though I guess you can go with the RX.

+jenc72 Isn't the new RX 5** line launching on April 18th, three days from now? If so, then definitely wait. Your FX-8350 is approximately equivalent to a i3-7300, so it would probably be a good match with at least a GTX 1060 6 GB or RX 480 with a optimized GPU dependent game. Even if a new RX 580 bottlenecks the CPU, so what? Buying that card would put you in a great position once you can afford a CPU upgrade.
