I heard about 1 year ago that CD-R and CD-RW have really bad quality of writing and I shouldn't buy them. I know now with Plextor 16x it is not true. Another thing I heard is that I should never write more than once on one CD, even if there is free space left, should that reduce the chance that CD will run? like can't I write 1mb file on CD and then stop and in a day write another file? is this bad for both CD-R and CD-RW ????

No, CD-R and CD-RW do not have bad quality of writing.

Yes,(if you don't "close the disc") you can write 1mb file on CD and then stop in a day write another file.

Just a little note, when you leave a disc "open," it takes a little space - 20 megs or so.
