Question Should my case/psu fans turn on without RAM or storage? Reddit is telling me no.

So all of my parts came except for the ram and SSD.
I put everything together except for those two components and turned the computer on, but nothing happened. Is my build dead? I am using the NZXT H500, which included two front panel connector cables (one with all together, the other with split ends). I connected the all-together cable to JSP1 and tried to turn on the computer using the power button, but zilch. I am not expecting it to POST, but I learned that I should at least see the fans running. Did something change , because I remember back in my day... ?

It has: gpu, mobo, cpu+cooler, case fans, and case.
It does not have: storage, ram.

Components:

  • CPU: AMD Ryzen 5 2600
  • GPU: AMD Radeon RX580
  • Case: NZXT H500 White
  • MOBO: MSI B450 Gaming PRO Carbon AC
  • RAM: Patriot Viper Steel 16GB 3400
  • PSU: EVGA SuperNOVA 850 G+, 80 Plus Gold 850W (includes power-on self tester)
EDIT: I disconnected 24pin atx connector from motherboard and connected it to the power on self tester (other psu cables still attached to motherboard components like gpu, cpu, etc.) but no PSU fan spin.
