Should my CPU cooler be spinning faster?

So my FX-8320 under 100% load runs at just below 80° C according to HWMonitor. MSI Command Centre reports a different measurement around 70 to 75° C. From what I read that is too hot and is the reason my CPU throttles back to 1400 MHz from the stock 3500 MHz. I have the stock cooler installed and at 100% fan speed in MSI CC it spins at ~3500 RPM. However the fan can spin faster than that since whenever I turn off my case fans the CPU fan spins for dear life up to around 5000 RPM. Is this normal behaviour or is something wrong here? I want my fan to spin much faster than 3500 RPM but fiddling around in software doesn't accomplish that.

Any help is appreciated.

Motherboard: MSI 970 Gaming

To be honest, I would never use the Amd stock cpu cooler under any circumstances weatherdude.

With out any doubt at all, you should forget about using it all together.

And buying a good after market cpu air cooling solution as soon as you possibly can my friend.

80c is not at all recommended even if you are loading the cpu with a prime 95 running.

How you can put up with the noise from the fan at 3500 rpm would annoy me to hell.

A evo 212 cpu cooler would be a much better solution for you, lower load temps, and lower rpm fan speed and much less noise.

You know 3500 RPM sounds pretty fine to me, fine enough for me to sleep with even. Unless that measurement is wrong and it's actually spinning much slower. I've been thinking of replacing the cooler for a while now and I already replaced my motherboard the other day partly to fix this issue so now's a good time to do it.
 
So, two things of note:

1) The AMD boxed cooler is barely adequate under the best circumstances.
2) When I replacede my motherboard I also removed the heatsink and I didn't do anything about the thermal paste when I put it back. That made overheating even worse than before.

I bought a Deepcool Gammaxx 300 for the princely sum of $20 CAD. Cools way better and is more quiet than any stock cooler I've ever heard. No more CPU throttling! My only concern is that it is a tower cooler and those don't do much cooling for surrounding components. I think however the motherboard heatsinks and my case fans should be enough.

On another note I was witness to a fatal traffic collision on my way back from buying the cooler. So... that happened.
