Question Should My Friend Upgrade his CPU?

Hey, guys so I'm helping my friend upgrade his PC, not to get scammed by a seller(very common here). So he wants to play the new Mount and Blade Bannerlord when it comes out. The recommended CPU is an i5-9600K, while the minimum is an i3-8100. He has an i5-4460. He would be getting an RX 580 which is recommended(Now I know there are better choices out right now, but the prices in our country are just too high for anything else, there is a monopoly on the market) so the RX 580 should do for the price they are offering. Now the seller is telling my friend that his CPU should be fine for Bannerlord and an upgrade from an i5 to an i5 is meaningless as he needs a new motherboard as well, but to me, it feels like there would be a significant CPU bottleneck. I lack the experience and the confidence to really push the issue on my own because I don't want him to spend money he doesn't have to. So I'm asking for your thoughts on it. Thanks, man I already told him that but was wondering if anybody with more experience than me could tell right away with something like this if that is not possible than that is what he will do.
