Should my Power Supply be making this noise when under load?

It only makes the noise when under load, I am not getting any BSOD's and random shut downs.
SYSTEM SPECS:
RYZEN 1600

GTX 1060 6GB

B350 Tomahawk MotherBoard

8GB DDR4 3000mhz ram (running at the default 2133)

700B 700 watt Power supply from EVGA

I would RMA THE PSU , the 700B is not a very good power supply.

I can here it loud on my phone and my pc speakers, i think its on your end

I have had a PSU exploded in my old prebuilt, It was not a fun experience. Is this issue just a noise i can ignore or is there actually a possibility of my PSU exploding.

A PSU shouldn't make that noise , I would return it , but that's up to you. It's a lower end EVGA model , the better models are the G2 and G3.

I might keep it for a while and just upgrade, what psu would you recommend for my system. I am hoping to eventually upgrade to a 1080 in a year or two.
