Should the back of ur pc, at the PSU exhaust, have wind blowing out of it. My friend says usually the exhaust is there for the psu.

It depends on the specific parts used. Most power supplies do have exhaust through the back grate. Some power supplied don't even have fans.

If the fan is at the top/bottom of the PSU the fan blows the air out the back.

If the psu fan is operating, you might feel some airflow out the back.
I would not worry if you don't.
The psu fan is there only to keep the psu cool.
Under load, the fan might turn on and spin up.
But, with today's more efficient power supplies the fan might not even turn on at all.

The fan on the PSU sucks air into the PSU from the rest of the PC. The PSU also generates it's own heat. The hot air goes out of the back of the PSU.
