Should two video cards in SLI have the same VDDC?

I noticed that when I run my two GTX 970 in SLI that my first GPU always has a VDDC of 1.2V and my second GPU has a VDDC of 1.175V

Is this normal? I get stuttering in some of my games and I am wondering if this my be part of the reason.

As long as they both have the same clock rate then they are fine. Vcore shouldn't matter.
