Should we use external fans to cool our PC?

I have a decent PC but my cooling system is not so good.So,I planned to open side panel of my CPU case and cool by using exterior fan.Is it safe to do so?Since my GPU is exposed to air, is there chance of static damage?? or system failure.
 
Solution
Short term you won't harm anything, but long term you will just throw more dust in there to accumulate and potentially give you problems. I've done this in summer months on an older backup gaming rig. I did not like having to clean it out afterwards with the accumulated dust, and finally bought a case with better internal push-pull airflow. With a lot of dust you do risk an electrical discharge and subsequent failure.

My advice: either get a better cooler or get a better case with better airflow (or both).
