[SOLVED] Should you enable all cores in msconfig?

Hey i have seen a lot of people saying you should enable all the cores in msconfig ( in my case i have 12) and i was wondering if that is safe. They say it will improve performance in games is that true? Or should i leave it as it is? And also what is the default time in the timeout box in msconfig.
