Showing control panel on Windows 2000 desktop

I have Windows 2000 Pro installed in Virtual Box on a Window 7 Pro x64 host. I have searched the web, and cannot figure out a way myself, for a way to place a control panel icon on the desktop. Does anyone know of a way to do this. Thanks.
