Are you running a 32-bit or 64-bit operating system?

Also, where are you seeing 4GB usable? Can you upload a screen shot to imgr or other photo hosting site.

Since Win 7 what is listed in "Available" memory is not your total memory, but what is unused.

I am running 64 Windows 10 but it didn't use it before upgrade either

You might not have your ram sticks inserted properly or in the correct slots (or you could have a defective stick or defective memory slot).

As was stated, try reseating the DIMMs, and try changing the order of in which you have them installed. If that doesn't work, we're going to need more information. What motherboard are you using and what part number(s) are the memory? Which modules are populating which slots?
