Shrinking an mp4 video

Hi. I have a 10 minute video from my mobile phone. it is 1.4G Can I reduce the video size or quality? If so please tell me what I need to do. I recorded this on a samsung galexy A33. There seems to be no way to reduce this.

There must be a way to reduce this before recording surley.

Okay. I have downloaded Handbrake. had to install .NET 8.0

I have put the video into it. Can you tell me what I need to make the adjustments? I see a preset Fast 1080p 30
