Shutdown not working

I built my computer around two weeks ago and ever since i cant properly shutdown Windows 7. The hard drive light doesnt flash but my fans are spinning. I have no idea what this problem may be. But strangely enough i can restart withouth problems.

Are you sure the shutdown button is set to shutdown?

Make sure when you connected the front panel connectors to the motherboard are in the correct slots, or they will not work. refer to your motherboard manual.

If you have a lot of USB devices plugged in, try shutting down with them removed to isolate if anyone of them is preventing Window's to shutdown completely.
