Shutting down returns to login screen

I cannot seem to find anyone else with this problem. On 2 of my 4 computers experience this problem. On the two computers when I am ready to shutdown, the computer does everything like it is shutting down but then it just returns to the login screen where it wants me to login. From there if I click on shutdown it will say shutting down but then return back to the login screen. For the moment I am having to select restart and then wait until I see the BIOS logo appear and then hold down the power button to completely shut down my computer.

Specs of Computer 1 with problem
i5 3.2ghz
8gb ram
1x2 tb hard drive
Nvidia 760gtx


Specs of Computer 2 with problem
Intel Pentium Processor G3220 3.0 GHz
8gb ram
600gb hd
Nvidia 8500GS
((Video card is quite old but the other parts are about 4 months old))

My other two computers do not experience this problem and have shut down correctly.

You may be having difficulty with a Windows feature called hybrid shutdown, which performs a hibernate-like dump of important running processes and kernel components during each shutdown. To disable hybrid shutdown, type "Power plan" in Start and choose the first option. Click "Choose what the power buttons do" on the sidebar. Click "Change settings that are currently unavailable." Uncheck "Turn on fast startup."

Solution
I believe that has helped with the problem I am having. But two other problems arise on one computer. Not sure if this is a case issue or perhaps a motherboard issue but when the power button is pressed on the case, the computer will turn on and show the BIOS logo and then go black and then the computer will turn off. Pressing the power button again and the computer will go to the logo and then boot all the way up. Only does this when the computer has been shutdown for awhile.

The second problem I am having is on the same computer when playing games the ram usage will jump up to 98% usage and then when the program is closed it will stay that high until a reboot is done. Does not matter what game is being played and has only done this on windows 10. The computer in question is the i5 one listed above.
