Signal lost ONLY when installing AMD driver

I RMA'd almost all my parts after my 270x wouldn't send a signal to my monitor. I reinstalled Windows, and now it sends a signal. However, when I install AMD drivers, the display crashes and goes black, flickers back every 3 seconds, then goes black again. During this time, it also sounds like my gpu goes to full fan speed for 3 seconds, stops, then repeats. I downloaded the latest AMD drivers. Please help, anything is appreciated.
I have a Gigabyte R9 270x.

Yeah I did, same thing happens.

Gotta ask: is all your PCI-E power cables securely plugged into the 270x?

Yep, they're firmly into place. The GPU is seated correctly on the mobo also

Same problem for me but with nvidia drivers for a gtx 980, seems very strange for both manufacturers to have the same problem, makes me think it isn't the drivers.
