Are there any reasonably powerful gaming PCs (either desktop or laptop) that are also either silent or quiet?

I'm aware of the Corsair Ones, but they seem only to be available with the last generation of CPUs and graphic cards.

Is there anything else like that using the RTX30XX generation?

An i7-10700K is plenty now, but,...if budget allows, and determined to not wait for 11th gen quite shortly...the 10900K is hardly a slouch; perhaps it's extra 2 cores/4 threads might have it last an extra year or two... (We'll know more in 4-7 years!)

You actually dint say whats your budget but there are many prebuilt in newegg equiped with RTX3000(mostly 3070)although pcs with 3060TI are out of stock.

Well, the budget is flexible, maybe up to £4000.

I see many pre-built systems, of course. But how can I have any assurance that they are silent?

Silent would be with 0 moving parts not very realistic. (even then they would be some noise just from the electrical parts)

You should be looking for a acceptable noise level and that amount is different to everybody.

I9 isnt overkill anymore imo,yes not everyone needs if csgo and similar titles are the plan but for the budget this build calls for a 1440p/4k high refresh rate and Cyberpunk2077at 1440p with an i9 and RTX 3080 uses all the physical 10cores.Thus even the 5900x is not overkill for premium gaming experience .

Not true at all the higher the resolution the less it becomes CPU dependent. Even the 10600K would do.
Not a clue how you got him playing at 1440p or 4K since that was never stated.
What I listed will play 1440p just fine for 4K Keep the same setup but increase the video card to a RTX 3080 and probably get a 1K PSU so less of a load.

Funny how the 10700K beat the 10900K in 1440p and the 10600K beat the 10900K in 4K both in the specific game you said!

EDIT For the budget just because you can spend 4K has nothing to do with needing to spend it all.
I had 50 bucks to eat lunch but just spent 7.

Reasonably powerful. Plenty of them.
Silent-quiet, plenty of those too.

Very few are both. Not because of inability, but because of choice. Far too many ppl make aesthetics a priority, they want glass fishtanks full of unicorn puke, the trade off being airflow is miserable, fans work overtime and get noisy because rgb/argb fans have lower performance to start with.

Meaning you won't just go to a website, point to a pc and get what you ask for. You'll have to shop as many sites as you can find, and build your pc yourself to suit your needs. That might require a little research into exactly what it takes to get a silent pc. As in fans make noise, so what fans come in what cases and does the case have decent airflow to allow lower fans speeds and less noise.

The benchmarkz shows that they were cpu limited due to their clock frequency see how close every configuration is and the amount of cpu used cannot be determined by benchmark,check the video ive attached at 1440p you can see the cpu utilization was above 50%, all of the ten cores got used up.

The reason i said that the pc seems to be intended for 1440p/4k is bcz the budget planned and system spec seems to be more for 1440p/4k.Can i be wrong with the resolution?-Yes, its the users will at what Res they wanna play so due to lack info "I assumed it" but generally users with such budget are premium users with 1440/4k monitor-again i might be wrong for the particular user.
Also you allocated 7bucks for your lunch,doest mean the user wants to spend the same,in that case why not use 10400f?
