Currently using an RX580. Under load this thing sounds like a jet engine in the room.

Looking for something with similar or better performance but I do not want to hear the fans at all if possible when under load. (Play Monster Hunter World as an example)
Anyone know if there are cards out there that run more or less silent?

These gpus are equipped with fans that run over 2000 rpms; they're only going to run so quietly...
Give the gpu a reason not to ramp up in speed:
-set your own fan curves via Msi Afterburner or EVGA Precision X
-have good case cooling
-triple fan models have an edge over dual fan at lower rpms
-stick to lower power cards
-if you choose to go with a stronger gpu, run your games on low settings; the higher the graphics eye candy, the more power gets used, and the hotter it'll run, meaning the fans will...
