Silent PC Build 3000$

I wanna get a custom PC built by Alternat (German PC builder afaik) for music studio work as well as flight simulator (I know weird combo but thats the way it is).
My budget is maximum 3k, I would like to stay as close to 2k as possible.
Main focus is on silence and future-proofing. I will be using the pc for 5-7 years before I would upgrade. I run 1x 4k and 3 FHD Monitors.

I am uncertain about what I need and/or should get....
My plan was:
I9 9900k
32gb 3000mhz ram
Z390 motherboard
RTX2070
Dark rock pro 4
Bequiet 900 rev.2
970 pro M.2 512gb
4tb barracuda
58gb optane
5 silent wings 140 in total
Blu ray drive + card reader
Windows 10 home

But all these parts are just crazy expensive seing as the 8700k was 360€ 2 Months ago and a 1080Ti was 599€.... now a 9900k would run me 700€ and a 2070 550€.....

Alternatively as the cheapest option I could go with an 2700x with the Taichi MoBo and a 1070Ti, but that would still be 450-500€.....

My questions are:

What configuration would you consider good for now as well as acceptable in 5y? Which is more future-proof?

How could I get the pc to be ultra silent? Does HDD vs SSD matter?

Should I maybe go for a TR1900X (399€) instead of the 2700x (320€) an dlater maybe upgrade to a 2950x?

I would buy for what you need now, not what you think you might need in 5 years. 2 years is a long time in this industry.
 
Flight simulator definitely needs a good cpu with high IPC. So the 8700k or the 9900k is the right choice.

Get a 1080ti, don't see flight simulator using rtx features anytime soon.

Fractal design R6 is a good quiet case.

Do you need 32gb for music production?

Just get 1 32gb optane M.2 and a hp ex920 500gb ssd with a z390 like the extreme 4 or prime A.

A Seasonic prime 750w psu.

This should bring down the cost, maybe not much.

2 front intakes, 1 top intake and a rear exhaust is more than enough ventilation.
