Silent tek can be run several different ways. It sounds like you have
it set to vary the fan speed to keep the cpu at a desired temperature.
The temp will rise to that temp and then the fan will kick in as
needed to keep it there.
I have mine set to a fixed selected fan speed for noise control.
I've been meaning to get around to setting up increasing fan speeds at
different threshold temperatures, but it really hasn't been needed
with my system.
Check out your bios settings for silent tek and set them the way you
want; and then run the windows silent tek utility and set it up the
way you want.
PS Don't know about your system, but my board won't run the "cool and
quiet" stuff with two sticks of ram. weird stuff
