What app will detect this hd. And how do I fix the error of having to format?

does app need to be android or do you have a PC?

It's quite possible your phone can't provide enough power for the drive, so it sees "random" stuff. And as asked by @Colif - what do you see when you connect that drive to a PC?

In addition to the above it would help if you would tell us precisely what device the android is running on. Certain cell phones require use of a specific format on external drives and usb devices. This may trigger your "need to format" message and you may have to allow the phone to format it according to the phone's requirements. You may not have a choice of format.
