Hello fellow forumites.
Currently trying to troubleshoot a dip in Ultra Street Fighter IV framerates and I've managed to narrow it down to VID usage spiking up to 95%. I assume, VID usage refers to the voltage to the graphics card rather than CPU. Much searching didn't provide an answer for some reason...

Background: Generally USFIV will run at 59.x fps using a suggested optimisation guide. Very occasionally framerates will drop with Afterburner registering approximately 30fps.
With the exception of VID usage spiking all other monitoring appears normal (CPU, GPU and RAM frequency and usage). Thermal margin of CPU was 58 deg C at lowest. Voltage rails seem to be in normal acceptable range according to HWMonitor.
Specs:
CPU: Athlon x4 760k
GPU: GTX 750ti
Motherboard: Asus x88-Pro
RAM: 2x4GB
