What do you think about that cooler (Silverstone Permafrost PF360) for AMD Ryzen 7 5800X. Is this cooler gonna keep my cpu low temps?

The cooler you're looking into is the same cooler as all the other AIO's on the market. It should keep the processor cool but if you've got bad ambient room air temps, you're better off investing in an air conditioner or improving the airflow in your case.
