wondering if it would be possible to locate the owner of a lost mobile phone by the phone's sim card?

Should be able to if you contact the service provider, but they won't give you the information since it's not your account. If they did, that would be a big breach of security and privacy. I'd bring it to the police to track down the owner, or directly to a store of the service the phone is at and let them know you found the phone so they can contact the owner.
