sim city 3000

I got sim city 3000 for my boyfriend but every time he tries to install it a
message comes up saying 16 bit windows subsystem c:\window\system32\EXE.NT.
the system file is not suitable for running MS-DOS and windows applications.
can anyone tell me what this means and what i can do.
