Simcity 3000 not working on Windows 10

I originally had Windows 7 and SimCity 3000 worked fine, but after I upgraded to Windows 10, the game refuses to work. I get the launcher menu and click to start the game and it asks me if changes can be made to this PC to which I click yes but then it goes to a black screen for a couple of seconds as if it is trying to start and instead returns to my home screen. I have already tried to troubleshoot the game from the compatibility mode but nothing, does anybody have any ideas as to what the problem could be?

If that game uses securom protection like many of the time did, you are out of luck because Win 10 banned securom due to security concerns.
