Well it doesn't. I did understand from the original poster that he was
not looking for regions to download but allready populated citys.
Something simtropolis does not offer, and as far as I know difficult to
find.

I downloaded some cities from there in a small region called "Workbench".
All of them came with comfortable amounts of money to spend.
