Simple and easy custom hotkeys program for Windows 10

My keyboard and mouse right now are just simple, no additional keys on the mouse and no multimedia keys for the keyboard. I've check other programs already but you need to "code" the script yourself which is not that user-friendly.

So, is there any program that lets you assign an event for each key event? For example "CTRL+ArrowDown = VOL-" without coding. Just like that. A program that will let you choose key combination then choose what event to happen.

It's for the Visual Studio. Not for Windows itself.
