simple clarification of core speeds

Building a new PC, and I'm still trying to decide between AMD and Intel...most are saying that AMD's FX-8350 has slower but more cores than the i5 4690k, but looking at the specs, the i5 has 4 cores @ 3.5ghz, while the AMD has 8 cores @ 4.0ghz. Does this not mean that AMD has not only more cores, but each core is faster?

Intel's cores are more efficient, so while you may have a V8 motor with a lot of displacement on the AMD side, Intel's 4 cylinders are putting more horsepower to the wheels and doing so while using less gas, hence the cost differences.
