The 980 is better. A 970 is a 970. It can be overclocked to reach similar performance to the 980, which is why it has better performance per dollar, but a 980 has the full 4gb of ram and it has more cores and more other things with the actual gpu. It's the fully unlocked version of the gpu that the 970 uses.
According to one of the comments here, that 970 FTW performs 10-12% worse than a 980.

Solution
The 980 is better than the 970, obviously. So if you can afford the 980, then I'd go with it. If you can wait a week or 2, AMD is going to release their latest GPU out, which should change some of the GPU pricing (usually dropping a bit). This could make the GTX 980 more affordable and possibly the better option for you to buy for the $. Even the 970 should drop too, so keep that in mind.
