Simple quick question

So my new pc i built wont display anything on screen or boot into bios. It has no speaker so i dont think there is any help their. Im assuming my mobo was DOA but my question is... Can fans and cpu coolers still be powered through a dead mobo? Cause the led fan goes and the cpu cooler spins but nothing.... Maybe my mobo isnt doa after all? All parts are new btw

Breadboard: take the motherboard out of the case and place it on an insulated surface. Connect ONLY the PSU, CPU/cooler, 1 stick of memory in the first DIMM slot*, monitor to the on-board video, and keyboard. Start the system by momentarily shorting the two pins that the case's power button would connect to. If you can boot to a display and get to BIOS, the board is likely OK. If not, I'd RMA the board.

* some boards require that one of the DIMM slots always be populated first for a successful boot. Some do not have that stipulation.

Standoffs come with every retail case. Sometimes some of them may already be screwed in or integral with the case's motherboard tray. But if the case handles ITX, mATX, and ATX size boards, there should be extra ones you put in yourself. And not all boards have all their mtg. holes in use. Always check before installing the board in the case, to see if there are the right number of standoffs and they are in the right place.
