Sims 4 good PC to play ultra high setting

Hello, hoping someone can give me some insight, please.
I need to buy a new PC and wish to play sims4 in ultra high settings with all expansions but one. I'm based in Italy & will purchase from amazonuk for ease, so i'm a little limited on choice.
I have found these 2 & would like an opinion on them, i don't really want to spend much over £700. I have OS windows 7 on disc so it's okay if an OS isn't included.

Does a 6GB graphics card make much difference from a 4GB?

If it's between those two, I'd pick this one, provided you're not interested in building a system of your own knowing what sort of parts are going into your build.

In prebults like the ones you've linked, you will be given sub par components. In this case, we don't know anything about the make and model of the PSU nor it's quality.

Thank you. If i was confident enough to build my own, i would do it but unfortunately i'm not.
I just looked on questions about it & found this: Motherboard is MIS-H110M PRO-D (MS-7996) with Chipset Skylake with Inter Core i5 CPU 6400 @ 2.70GHz
