Hello, will this computer be powerfull enough for sims 3 plus expansion packs

1x 150mbs us wireless network wifi adaptor
3.6ghz AMD Fx 4100 4 core cpi
21.5 screen
basic 500w psu
red gaming case
ami ati radeon hd 6670 2gb graphics card
1 x 24x dvd rw optical drive
1x 1tb (1000gb) sata lll hard drive
gigabyte GA 78LMT S2P motherboard
standard manufacturer heatsink fan
8gb crucial ballistix 1333mhz ram

Easily, but it seems like you would be swapping out few components if you want to make it more cash efficient. For example, FX 4100 is overpriced for its performance, and you really don't want that basic power supply.

Haha no it cost more :(

I just want the sims 3 to run fast and good with expansion packs

even if i have to pay somebody to custom build it all i need to know is what to ask for so i dont get ripped off

First of all, if you could find some one to build the PC for you, you could save around 50 pounds. The following parts are the same/similar as the prebuilt PC I linked:

PCPartPicker part list / Price breakdown by merchant / Benchmarks

As for what to look:

1. At that budget level, you want either Intel i3 or i5 processor. Bulldozer ones are very bad!
2. You want a quality power supply, which generally means from these brands: Corsair, Antec, Seasonic and XFX. Don't be fooled with other brands like Cooler master, as they make only power supply shaped objects that you better not plug to the wall with electricity!
3. For the graphics card, you want something at HD 6770 level or above. To find out graphics card level, go to this website: http://www.tomshardware.co.uk/gaming-graphics-card-review,review-32481-7.html (the higher card is listed, the better it is).
4. You want at least 4 GB of memory.
5. You want monitor with resolution of 1920x1080.
6. You want 64 bit windows 7.
7. You want ATX Mid Tower size case.

The PC I linked meets all of those criteria. It's a pretty good buy considering it's a prebuilt one. It will run Sims 3 flawlessly :). And the monitor you picked is good.
