Since building is currently untenable is this CyberpowerPC good?

I was slowly building up the components of a build with pc part picker prior to Christmas, but twith the current 1080ti market going to hell, I'm thinking of just buying a prebuilt. I wanted to pick up an MSI INFINITE X from amazon, but it has been out of stock for a while with no signs of coming in any time soon.

Instead, I was thinking of this CYBERPOWERPC build available from amazon:

Now I have a huge credit at amazon which is why I'm going through them. I have $2400 to work with, and this system will be a living room VR rig. Output will be run to a 4k TV and/or a VIVE headset. I've heard that the power supply on CYBERPOWERPC build can be lacking, so I'd be fine changing it out with a good $100 gold or platinum supply myself.

Is there a better prebuilt system available on amazon that anyone can recommend? I'm currently running the Vive on a 970 video card, but I'd like to upgrade to the VIVE pro when it comes out, so the 1080ti is really what I'd like.

The most irritating part is the blower GPU, something you may want to consider. I don't know any good 600 psu and don't believe they will use a good one, so replacement is a must imo.

I'm not sure I understand the thing about the GPU. What could I do to address the problem?
