Because rise of nations(the original) has major issues on newer windows and drivers packs. My roommate had major issues with it on Windows 7 and his nVidia card with tool tips not showing properly. If you are going to run an old game expect issues if you don't run it in its native environment. See if using compatibility mode helps at all.

Might be because the game dosen't work well with windows 8.1. Some games works better with XP or windows 7
